The National Highway Traffic Safety Administration and DMV recommend:
"Placing all children 12 and under in the rear seat. That is the safest place."
They state that all children are safest in the rear of a vehicle, regardless of their age or size. Children 12 and under should never sit in the front seat of a vehicle equipped with a passenger air bag. Children riding in the front seat can be seriously injured or killed when an air bag deploys in a crash. An airbag comes out of the dashboard at up to 200 miles per hour-faster than the blink of an eye.
"Children 12 and under should ride buckled up in the rear
seat."
