New Business – Policy Change Vote

Peter Ansbacher asked Jeff Zabawa to present the policy change to the members. This change is to the bylaws which are available for reading on the website.  Our current bylaws require the elections to be conducted at the second membership meeting in October.  That puts it in conflict with an unofficial, but usually necessary, Haunted House construction night.  In some years, depending on the calendar, it also conflicts with an evening shift at the Turkey Shoot.

In previous years, the board and the elections committee have dealt with this challenge to the extent that they were allowed to by the bylaws.  For example, they instituted proxy voting procedures, ensuring that members who chose to work at the Haunted House or Turkey Shoot instead of attending the GMM wouldn't be denied the opportunity to vote.  However, these workarounds are limited: proxy voters must make their decision before everyone else, and have to find someone to exercise their proxy.

The 2006 Board of Directors believes that all members should have the opportunity to attend the election meeting if they would like to, without having to decide between that and attending an important Ways and Means shift.  Accordingly, we have created the following proposal

Section 2.       NOMINATION AND ELECTION OF OFFICERS

            (A) Nominations and Elections Committee

(i) By September 1 the President shall appoint a Nominations and Elections Committee consisting of the Chairman of the Board and two other members of the Raleigh Jaycees. In the event that the Chairman of the Board does not wish to serve on the committee, the President shall appoint a member of the Board of Directors who does not wish to stand for election for office.

(ii) All members interested in running for office shall inform a member of the Nominations and Elections Committee no later than September 30.

(iii) The Nominations and Elections Committee shall nominate all candidates as group, in alphabetical order within the office for which they are standing for election.  Such nomination shall take place at the first membership meeting in October.

(iv) Elections shall begin at the second membership meeting in October and shall end no later than the first membership meeting in November.

            (B) Procedure

At the second regular membership meeting in October, an election for all officers shall be held in the following manner:

 

Proposed changes:

 

(A)(i): strike "September 1", insert "August 15"

2(A)(ii): strike "September 30", insert "one day prior to the day of the second regular membership meeting in September"

2(A)(iii): strike “first membership meeting in October”, insert “second regular membership meeting in September”

2(A)(iv): strike "second", insert "first regular"; strike "first”, insert “second regular”; strike “November", insert "October"

2(B): strike "second", insert "first"

Jeff Zabawa motioned to approve the policy change as stated above. Allison Friar seconded the motion. Call for a third called but then decided not needed. Voted; Division – 47 yes; 4 nay; total voted 51. Motion approved.
